在民主國家，輿論是多數人民的聲音，可以主導國家未來的走向，從政者都十分重視。而人民也應以最恰當的方式來表達聲音，如此才能和主政者共同創造出和樂進步的社會。
表達輿論的管道，常見的有主流媒體的社論（editorial），社論代表社方立場，有的強調中立，有的立場明確。另一種為獨立評論者，稱為op-ed （opposite editorial，得此名是因這些文章都登在社方社論的對頁），係以計酬或不計酬的方式在媒體發表和公共事務有關的個人意見，如果這位作者很受尊重，那麼他的個人意見也像是某種輿論。民意調查（poll）是以數據來形成輿論，已廣被採用；遊行示威（demonstration）也是表達輿論的方式之一。
